Turns freely, cast aluminum I would say with no obvious damage. This item was with a Franklin 4AC engine bunch of parts in an old wood en box from estate sale.To my untrained eye it looks perhaps to be the engine/propeller mount for this. 97 of the end cap bolt-on assembly.
