That would mean it not flight rated as suitable for humans due to some of the cheaper manufacturing techniques could lead catastrophic failures. For what its worth the tag says it is and r12 variant my own scant research shows this to be possibly utilized in an anti-ship missile role. Also the rotor did spin freely when I removed gears and bearings.
